关于我国农村金融宏观审慎监管的思考

Thinking on China's Rural Financial Macro- prudential Management

我国金融呈现出明显的城乡二元结构特征,农村金融有明显不同于城市金融的特点。随着农村经济的快速发展,农村金融改革的快速推进,农村金融风险状况变得越来越复杂,系统性风险时有显现,风险监管面临越来越严峻的挑战。如果将宏观审慎监管局限于城市金融,既不符合我国二元金融结构实际,也不利于农村金融稳定。本文对如何构建我国农村金融宏观审慎监管体系进行了探讨,提出了政策建议。

Our country finance presents the obvious urban and rural two element structure characteristic. The rural finance has obviously different characteristic from the city finance. With the rapid development of rural economy and the rapid advance of rural financial reform,the rural financial risk is becoming more and more complex. Risk supervision is facing more and more severe challenges. If the macro prudential supervision is confined to the urban finance,which is not in line with the actual situation of China＇s two yuan financial structure,it is not conducive to rural financial stability. This paper discusses how to construct the macro prudential supervision system of rural finance in China,and put forward policy recommendations.
