城市社区治理中的居民参与意愿研究——以山东省济南市沃家社区为例

Study of Participation Willingness of Residents Under Urban Community Governance:A Case Study of Jinan Wojia Community in Shandong Province

居民参与意愿是影响社区居民参与的重要因素,是实现社区治理的基础环节。基于一项对山东省济南市沃家社区居民的问卷调查数据显示:社区居民总体参与意愿较高,但仍有部分居民持无所谓态度;社区居民的参与意愿呈现多元化需求;不同类型的社区活动的参与意愿存在差异;居民参与意愿最重要的因素是充分展现社区居民的主体地位,让居民在社区治理中充分表达、展示自己。所以,要从尊重和引导社区居民的参与意愿、保障社区居民的主体地位、提高居民的参与意识与参与能力、保障社区自治等四个方面入手,改善当前的居民参与意愿。

Residents＇ participation willingness is the important factor influencing the residents＇ participation in the community,and it is also a basic step to realize community governance. Based on a questionnaire survey from residents of Jinan Wojia community in Shandong province,the results has shown that the overall participation willingness of residents in this community is higher,but there are still some residents holding indifferent attitudes;The participation willingness of community residents has presented diversified demands;there are differences of participation willingness on different types of community activities;The most important factor in participation willingness of the residents is to fully reveal the dominant role of the community residents and make the residents fully express and show themselves in the community governance activities. Therefore,we are supposed to start from these four aspects in order to improve the current participation willingness of residents：to respect and guide the participation willingness of the community residents;to guarantee the dominant role of the community residents;to improve the residents＇sense and ability of participation;to guarantee the community autonomy.
