基于大数据技术的社会治理具有历史、认知、技术、组织和社会等多种维度,不同的维度又包括不同的要素结构。历史维度包括社会治理大数据的产生、社会治理对大数据技术的需求、基于传统数据技术社会治理模式的影响等要素;认知维度包括政府、社会组织、企业和民众等不同主体认知的变革;技术维度主要包括大数据技术应用于社会治理的技术创新水平;组织维度包括不同主体为实现基于大数据技术社会治理的组织创新;社会维度主要包括大数据技术在教育、医疗、环保等社会治理中的应用程度。基于大数据技术社会治理的维度具有历史性、变革性、关联性和动态性等特征。为更好地发挥大数据技术实现社会治理的能力,我们必须加快顶层设计,进一步开放不同主体的社会治理数据,加快平台建设,解决好大数据的风险问题。

Social governance based on big data technology has historical, cognitive, technical, organizational and social dimension. Different dimensions include different elements of the structure. Historical dimensions include elements generating big data social governance, social governance in need of big data technology, data technology based on traditional community governance of impact; cognitive dimension includes different subjects cognitive government, social organizations, enterprises and the public and other changes ; technical dimension includes big data technology for technology innovation level of social governance; organizational dimensions include different subjects for the realization of innovative technology-based organization big data social governance; social dimension includes big data technology in education, health care, environmental protection and other social governance the extent of the application. Historic, transformative, relevance and dynamic features such as big data technology are based on the dimensions of social governance. In order to better elaborate the big data technology capability of social governance, we must accelerate the top-level design, further opening up data from different social governance bodys, accelerating platform construction and to solve big data risk.
