行政区域的设置作为上层建筑,是与生产力的发展相适应的。各国行政区域的发展规律,既有适应工业化、城镇化的普遍性,又有受各国历史、社会、文化等国情因素影响的特殊性。发达国家行政区域发展的规律,对中国行政区域改革的路径,具有一定程度的借鉴价值。

The establishment of administrative district as superstructure adjusts to the the development of productivity. The regularities of administrative distruct over the world are universal on one hand due to the universality of both industrialization and urbanization, as well particular on the other hand due to different history, society and culture of different nations. We may learn lessons from developed countries in terms of the reform of the Chinese administrative district.
