学界对于1955年1月15日中共中央书记处扩大会议做出中国要发展原子能事业的战略决策已有不少成果涉及,但关于这一会议的细节研究则较少见到,且在已有成果中还存在着矛盾之处。这一决策的背景是苏联在国际社会承诺分享有关原子能和平利用经验后,中共中央经过深入讨论、准备才做出的,会议的核心决策是发展原子能事业,时任中共中央书记处五位书记并未悉数参加。深入探究这次会议的诸多"细节之谜",对于准确阐释中国核事业决策的历史进程和宝贵经验,具有十分重要的意义。

The academic circles had made lots of achievements on the strategic decision of developing atomic energy industry put forward on the enlarged meeting of Secretariat of the Central Committee of the CPC on January 15,1955,but the details of the meeting was less and there were some contradictions in the existed results.The background was that after the Soviet Union promised to share the experience of peaceful use of the atomic energy in the international community,the Central Committee of the CPC made this decision after in-depth discussions and preparations.The core of the meeting was that the development of atomic energy industry and 5 secretaries of Secretariat of the Central Committee of the CPC did not all participate.Many 'detailed mysteries' by deeply exploring the meeting had important significance to accurately interpret the historical process and valuable experience of China's decision-making on nuclear industry.
