如今志愿者组织作为"第三部门"构成了公民社会的基础,但社会志愿服务既缺乏科学可持续的规划,又没有正规制度化的体系。以安徽省芜湖市志愿服务体系为例,深入探究芜湖市志愿服务机构的组织架构和运作方式,分析其优势及问题,有助于构建中部新兴城市志愿服务组织体系的模型,并使人们可以直观地了解其组织架构和工作流程,为这种志愿服务方式的传播和推广提供便利。

As the third sector, the volunteer organizations make the foundation of the citizen society,but the community volunteer service lacks both scientific sustainable programming and standard institutional system. Taking volunteer service system as a example, it is inductive to construct the model for the volunteer service system model in the rising cities in mid-China, understand its organizational structure and working process as well as facilitate its spreading and popularization to deeply explore the organization and operating way of Wuhu volunteer service system.
