Why Does Comrade Xi Jinping Say that "Strengthening State Owned Enterprise is Like a Phoenix Rising from the Flames"

作为社会生产关系的整体,生产资料所有制必须要在生产、分配、交换和消费的各个环节中得到体现和运用。按照辩证法的运动变化的观点,社会主义公有制,只有在社会生产和再生产过程中才能实现劳动者和生产资料直接结合,才能实现最广大人民群众的直接利益。中共中央、国务院《关于深化国有企业改革的指导意见》已经明确地针锋相对地提出"做强做优做大国有企业",这是以习近平同志为总书记的中国共产党,以辩证唯物主义和历史唯物主义世界观和方法论为基础,以中国特色社会主义道路自信理论自信和制度自信,对中国国有企业的改革和发展所作出的重大的战略抉择。根据中国共产党党员的党性在于其人民性,我们认为,要实现加强党的建设、保证国有企业改革的发展的社会主义方向,国有企业改革加强和改善党的领导,必然要求改变厂长经理负责制,重新恢复党委领导下的厂长经理负责制。

As an overall part of social relations of production,system of ownership of the means of production must be embodied and applied in various aspects of production,distribution,exchange and consumption.According to the motion and variation viewpoint of dialectics,socialist public ownership could only realize direct combination of laborers and means of production and realize direct benefits of the broad masses in the social production and reproduction processes.It is already explicitly and sharply proposed in the Guidelines that 'the state owned enterprises shall be made stronger,better and bigger'.This is a major strategic choice made on the reform and development of Chinese state owned enterprises by the Communist Party of China with Comrade Xi Jinping as the General Secretary on the basis of dialectical materialism and historical materialism world outlook and methodology as well as theoretical confidence and institutional confidence of the path of socialism with Chinese characteristics.According to the fact that the Party spirit of Chinese Communist Party lies in its national character,we take it that in order to realize strengthening of Party construction,guarantee the socialist orientation of state owned enterprise development,strengthen state owned enterprise reform and improve the Party's leadership,it is necessarily required to change the factory director responsibility system and recover the system under the leadership of the party committee.
