省级科技计划项目管理的后评估研究——以安徽为例

Study of the Post Evaluation on Provincial Science and Technology Project——Exemplification with Anhui Province

对各省科技计划项目管理和科技项目后评估的文献进行综述,发现省级科技计划项目后评估管理现有评估标准缺乏及结果利用不足的问题;采用层次分析法构建了省级科技计划项目后评估指标体系,通过投入产出比进行后评估评级;根据职能要求,对省级科技计划项目后评估成果管理平台进行设计。以期完善安徽省级科技计划项目后评估管理,并对各省科技计划项目资源配置和管理监督具有示范推广意义。

To identify the problem of insufficiency of index standard and underachievement of results in the management appraisal in provincial science and technology plan projects based on the reviews of post - evaluation provincial science and technology literature, the paper utilizes AHP method to construct the index system of post evaluation for provincial science and technology project, applies input -output ratio to post evaluation, and designs the evaluation management platform of provincial science and technology plan project as per the function requirements. To better improve the Anhui provincial sci- ence and technology post evaluation management, the paper has profound significance to resource assignment and manage- ment supervision.
