青海省国有林场改革思路探讨

介绍青海省国有林场分布、森林资源等特点,对扶持政策不完善、组织机构不健全、管理制度薄弱、基础设施落后等林场经营管理及发展中存在的问题进行分析。藉此提出强化国有林场公益性,合理核定编制,改革管理体制及经营机制,调整产业结构,改善民生条件等改革思路。

The paper introduces the status and distribution characteristics of state - owned forest farms in Qinghai Province, analyzes the existing problems in the reform and development of state - owned forest farm, such as unsound supportive policy, imperfect organization, feeble management system, backward infrastructure. The countermeasures for reform and development of state - owned forest farms e. g. ra- tional ratification compile, reform management system, readjusting industrial structure and improving peo- ple＇s livelihood, also have been put forward.
