建湖县基本公共卫生服务项目实施情况及思考

Projects of basic public health service in Jianhu county,Jiangsu province： implementation and reflections

目的：了解建湖县基本公共卫生服务项目实施现状，总结经验，分析存在的不足，探讨其原因并提出相应的措施。方法：基于实地现场调研对基本公共卫生服务项目实施情况及当前存在的不足和面临的挑战进行深入剖析，对进一步做好项目工作提出合理化建议。结果：研究表明当前基本公共卫生服务项目在人力资源配置、农民参与积极性、信息化建设程度和督查考核制度建设等方面尚存在不足之处。结论：基于以上研究，需要完善乡村两级公共卫生服务人力资源配置；促进县、镇、村三级公共卫生服务机构合理分工、有效交流；改善考核机制，探索第三方评估制度；加强组织管理，将项目工作与其他相关工作有机结合。

Objective To explore the status quo of projects of basic public health service in Jianhu county of Jiangsu province, to conclude the approaches used, to analyze the problems and thus, to discuss the causes and come up with the corresponding measures. Methods Field survey was adopted to analyze the present implementation of the above men- tioned projects and the problems and challenges involved. And based on the analysis, we put forward some feasible sug- gestions for further work. Results There were some problems worthy of attention in regard to the project of basic public health service,including the allocation of human resources,involvement of farmers, the degree of informatization and the construction of supervision and inspection system. Conclusions Some measures should be taken to improve the project, which include to balance the allocation of health human resources both in village and town, to facilitate reasonable labor division and effective communication of public health service institutions in country, town and village, to explore the third--party evaluation for improvement in inspection system, and to strengthen the management of institutions and combine it with other related work.
