Roots of Food Security Dilemma in Africa and New Agriculture Reform

粮食安全是当前非洲国家面临的最严峻的问题。但这一问题的产生不能完全归咎于殖民主义的错误。非洲的粮食安全问题是在非洲国家独立之后才逐渐恶化并最终形成的。在独立之初,非洲各国为了加快工业化的进程,大多奉行了错误的农业政策,这对当时非洲粮食安全问题的产生负有不可推卸的责任。此外再加上气候条件的日益恶化,以及人口的过快增长都对粮食安全问题的产生造成了不可忽视的影响。如何在现有的条件下深化农业改革,确保粮食的充足供给仍然是非洲国家必须要面对的问题。

Food security is one of the most serious problems that Africa countries confronted.However,colonialism can not be blamed for it.The food security eventually worsened after the independence.At the beginning of the independence,a large number of Africa countries carried out wrong agricultural policies in order to speed up the process of industrialization.Furthermore,the deterioration of the climate condition and the excessive growth of population also have caused considerable problems.In the early 1980 s,in response to the increasingly serious food security situation,African countries have formulated some measures which were centered in the increasing of food production.But,after many years effort,the food problem has not resolved yet.Right now,how to deepen the agricultural reform and ensure the sufficient food supply is still a problem that African countries have to face.
