中原经济区煤化工发展资源环境制约与管控

Resource and Environmental Constraints and Control Principles for Coal Chemical Industry in Central Plains Economic Region

中原经济区对于煤炭资源的利用正逐步向煤化工转型,形成煤电-焦化-煤化工的产业体系。但新形势下各地煤化工产业的发展与规范煤化工产业有序发展的产业政策之间的矛盾已凸显。煤化工产业的高耗能、高耗水、高污染特征,使其挤占生活、生态和农业用水,加剧资源环境超载。从大气环境、水资源、煤炭资源等方面出发,对中原经济区的煤化工产业发展进行了资源环境承载力分析,结合主体功能区规划,对煤化工产业所在地进行划分,在此基础上,提出分区域的煤化工产业发展空间管控原则。

In Central Plains Economic Region （CPER） , utilization of coal resources is making a gradual transition to coal chemical industry, which has formed the industry system of coal power-coking-coal chemical industry. However, the development of coal chemical industry has been inconsistent with the industrial policy for regulating coal chemical industry in many places under the new situation. The high water and energy consumption, and heavy pollution make it squeeze the domestic, ecological and agricultural water, and simultaneously accelerate the overload of resources and environment. In this paper, on the basis of atmospheric environment, water resources and coal resources, the resource and environmental carrying capacity for coal chemical industry development in CPER is analyzed, combined with main functional area planning to divide coal chemical industry cities. On this base, subregional management and control principles for coal chemical industry in CPER are proposed.
