Connotation Features and Revelation of the EU's Policy System to Fight against Human Trafficking

欧盟人口贩运问题近年来有愈演愈烈趋势,成为威胁欧盟各国的主要问题之一。本文基于对欧盟现有官方政策文件的分析和解读,并结合相关研究报告,对欧盟打击人口贩运政策的演变及其基本内涵加以分析和思考,分析总结了欧盟打击人口贩运政策中值得肯定的某些特征和面临的困境。

The issue of human trafficking to the EU is getting intense in recent years, which has become one of the major issues that threat the EU countries. Currently, systematic and documented analysis of the EU's policy system to fight against human trafficking is relatively insufficient. This paper, based on the analysis and interpretation of the available EU official policy documents and other related studies, has analyzed and reflected on the evolution and the basic connotations of the EU's policy to fight against human trafficking. The paper has divided the EU's policy system to fight against human trafficking into three levels: the legal system, the monitoring and evaluation system as well as the prevention and protection system, summarizing some of the features worthy of recognition in this policy system and reflecting on the predicament it faces and its revelation.
