经济发达地区农村宅基地整理潜力及估算——以福建省晋江市为例

The Potential and Estimation of Rural Residential Land Consolidation in the Developed Areas——Taking Jinjiang of Fujian Province as an Example

中国正在33个县级单位开展农村土地三项制度改革试点,福建省晋江市是宅基地制度改革试点单位之一。本文利用实地调查法对晋江市农村宅基地利用情况进行分析,明确整理潜力来源;运用人均建设用地标准法、户均宅基地标准和综合测算法,估算晋江市2020年农村宅基地整理潜力大小。研究表明:晋江市的宅基地闲置情况严重,普遍存在一户多宅、宅基地超标的情况,土地集约程度较低,宅基地用途出现"功能性剩余",这正是晋江市宅基地整理的潜力所在,宅基地整理十分必要。经测算,晋江市到2020年,宅基地整理潜力为6 476.81公顷,整理潜力巨大。

China is carrying out rural land system reform in 33 county units.Jinjiang,Fujian Province,is one of the pilot units of the homestead system reform.The paper uses the field investigation method to analyze the rural residential land use in Jinjiang,in order to clarify the potential source.At the same time,with the per-capita construction standard,the average homestead standard and the comprehensive measuring method,this paper estimates the potential size rural residential land consolidation in Jinjiang by 2020.The result shows：the homestead idle situation is serious,the phenomena of one family owns more than one property and homestead over standard are common,land intensive degree is relatively low,and residential land use appears “functional residual ” in Jinjiang.Therefore,residential land consolidation is necessary.According to the comprehensive measuring method,the land consolidation potential of Jinjiang is 6 476.81 hectares in 2020,which is very large.
