基于和谐管理的粮食财政直接补贴和谐主题研究

Research on HeXie theme of the grain financial direct subsidy based on HeXie management

基于和谐管理理论,从粮食年鉴"大事记"中甄选与归纳了2004-2012年粮食财政直接补贴体系中的主要活动,从而辨识出粮食财政直接补贴"实际实施的和谐主题"(增产为首要,增收为主要),并与通过environment-organization-leadership(EOL)模型判定出的"理应执行的和谐主题"(增产与增收应并举)进行对比,结果显示两者有较大差别;检验了"实际实施的和谐主题"与EOL的一致性程度,通过回归分析等方法进行绩效评价,发现增产绩效较好、增收绩效较差,指出"实际实施的和谐主题"需要尽快漂移,应将"增收为首要,稳产为主要"作为下一阶段粮食财政直接补贴和谐主题的漂移方向.

Based on HeXie management theory, this paper selected and summarized primary events in the grain financial direct subsidy system in the period between 2004-2012 from ＂major events＂ of grain yearbooks. It identified the ＂actually implemented HeXie theme＂ （i.e., grain growth first, farmers＇ income growth the primary） of the grain financial direct subsidy, and compared it with the ＂desired HeXie theme＂ （i.e., grain growth and farmers＇ income growth should develop simultaneously） based on the environment-organization-leadership （EOL） model. The results showed that the two themes were quite different. This paper also inspected the degree of consistency of the ＂actually implemented HeXie theme＂ and EOL, and found that the performance of grain growth was better than that of farmers＇ income growth through a regression analysis. Based on these findings, this paper suggested that the ＂actually implemented HeXie theme＂ should evolve as soon as possible and predicted that ＂farmers＇ income growth first, steady production the primary＂ would be the evolution direction of HeXie theme of the grain financial direct subsidy in the next stage.
