技术效率、资本规模对产业空间布局优化的影响

The effect of technology efficiency and capital scale on the industrial layout optimization

本文以区域产业项目迁移为背景,融合产业资本规模异质性,建立区域产业空间布局调整优化模型,利用离散随机变量仿真方法预测迁移项目的空间分布;以产业经济效益,能耗特征对产业进行分类,设定不同类型的产业技术效率发展方式,借助生产函数法和产业污染投影系统,仿真分析不同技术效率发展方式下的迁移产业产出和污染排放的空间分布规律,并利用环境基尼系数对迁移项目空间布局的经济、生态均衡性进行评价.结果表明,产业资本规模异质性会有效缓解区域经济发展和环境污染间的矛盾;相对于注重低能耗产业发展的技术进步,单纯注重经济效益的产业技术发展方式会加剧区域经济、生态的非均衡性;在短期内,相比于低能耗产业技术水平的提升,产业的规模化建设对区域整体的经济、生态均衡性影响更加显著.

A regional industrial layout adjustment and optimization model is established based on the framework of regional industrial migration, combining the heterogeneity of industrial capital scale. The spatial layout of regional industrial migration projects is predicted using the discrete random variable simulation method. The output of migration industrial projects and the distribution of emission are simulated under different kinds of industrial technology efficiency development modes. The distribution of emission is predicted under the help of industrial pollution projection system （IPPS）. The industrial technology efficiency development modes are set up according to the characteristics of industrial economic benefits and energy consumption. The equilibrium between ecology and economy of the migration projects＇ space layout is evaluated using the environmental Gini coefficient. The results show that industrial capital scale heterogeneity will effectively ease the contradiction between economic development and environmental pollution. The technological progress only pay attention to economical benefits will aggravate the non equilibrium of regional industrial ecology and economy compared to those focus on low energy consumption. In the short term, the scale construction of industry has more significant effect on the equilibrium of regional industrial ecology and economy compared to the technology promotion of low energy consumption industry.
