A Study on Supervision and Performance Evaluation of Public Employment Training in China

摘要 我国公共就业培训的监管和绩效评价还处于探索过程中,当前我国公共就业培训的监管组织仍以政府主管部门为主,监管手段为单一的行政手段,监管制度不完善,科学的绩效评价体系尚未建立。借鉴西方发达国家的经验,我国公共就业培训监管和绩效评价的思路是完善相关法律,实行监管主体多元化,建立公平的培训机构准入机制,采用多重监控手段,构建以就业率等结果指标为重点的绩效评价指标体系。 Currently supervision and performance evaluation of public employment training in China is still in the exploration phase, featured by government departments as main supervision institutions, monotonous and administrative methods of supervision, an unsound supervision system and absence of a scientific performance evaluation system. Drawing experience from developed countries for reference, the paper proposes that we should perfect relevant laws, diversify supervision subjects, establish a fair entry mechanism for training institutes, adopt multiple supervision methods and build a performance evaluation system with priority to such indicators as rate of employment.
