煤炭矿区土地供求矛盾及缓解对策

Contradiction and relieving countermeasures of land supply and demand in coal mining area

针对煤炭矿区土地资源供求矛盾突出,供求矛盾引发利益矛盾这一现象,对缓解土地供求矛盾的对策进行研究。以矿区生命周期为主线分析土地供求矛盾,从提高土地利用率、提高土地产出率、节约用地等方面提出缓解土地供求矛盾的关键路径,围绕关键路径提出建设生态工业园区、发展集约高效农业、压煤村庄城镇化搬迁等实施方法,为科学合理开发利用矿区土地资源提供了可借鉴的思路和途径。

According to the serous supply and demand contradiction of the land resources in the coal mining area, the supply and demand contradiction caused the phenomenon of the benefit contradiction and a study was conducted on the countermeasures to relieve the supply and demand contradiction of the land resources. With the service life period of the mining area as the main line, the paper analyzed the contradiction of the land supply and demand. From the aspects to improve the utilization rate of the land, to improve the yield rate of the land, to save the land resources and others, the paper provided the key route to relieve the supply and demand contradiction of the land. Around the key route, the paper provided the implemented methods to build the ecological industrial park, to develop the intensive and high efficient agriculture, to make the urbanization and relocation of the villages with coal resources underneath and others and the key rout could proved the reference idea and route to scientifically and rationally develop and utilize the land resources in the mining area.
