烟台市结合国内外经验和本地实际,走出了一条功能区带动型全域城镇化发展模式的道路,具有一定的典型意义和示范作用。本文在全面剖析了功能区带动型全域城镇化模式内涵的基础上,分析了实施的条件和要求,最后,从规划城镇体系、建设基础设施和公共服务体系、完善政策和制度三个方面提出了实施的路径。
