摘要
外军卫勤保障体制可分为四种模式,即美军军兵种自成体系的制度联勤模式、俄军隶属总部的区域联勤模式、德军独立军兵种的卫生联勤模式和瑞典、以色列等国家军队的军民一体化保障模式。本文分析比较和总结了外军四种卫勤保障模式的特点,结合我军建设实际提出五点启示:我军卫勤保障模式应从隶属陆军的联勤保障模式向军兵种自成体系的制度联勤方向发展;卫勤体制建设应向军政军令分开方向发展;卫勤指挥体系应向作战保障方向发展;指挥机构职能应向业务指导和行政指挥相结合方向发展;卫勤指挥层级应向扁平化发展。
Foreign medical service system can be divided into four modes, namely, the U.S. military departments' self-support joint lo- gistics mode, Russian regional military joint logistics mode, German independent military department of medical joint logistics mode, and civil-military medical service integration of such countries as Sweden, Israel, etc. This paper summarizes the characteristics of the four modes, and puts forward five developmental trends for our army's construction: transition from joint logistics support attached to Ar- my to mode subordinate to respective military departments, separation of military administration and command for medical service sys- tem construction; medical commanding system's evolution towards combat sustainment; combination of business guidance and adminis- trative command for command organizations, and flattening medical command hierarchy.
