摘要
在当前经济下行压力不断加大、煤炭市场持续下滑的不利局面下,如何加强股权管理,优化内部管控,推进参(控)股公司规范化、科学化管理运作,己经成为当前国有煤炭企业集团提质增效,应对行业危机的重点工作之一。本文在对当前国有煤炭企业集团管控工作中存在的普遍问题进行分析的基础上,提出了通过调整国有资本布局、引导公司规范运作、完善企业国有资产监督管控体系、建立长效激励约束机制等途径,以实现国有煤炭企业集团参(控)股公司的科学管控,从而进一步释放企业发展活力,促进企业集团健康和谐发展。
In the adverse situation that the coal market continued to decline,as the pressure of economy downturn is growing,how to strengthen the equity management,optimize internal control,standardize and scientize the management operation of the state-participated and state share-holding companies,has become one of the key tasks for state-owned coal group corporations to improve quality and efficiency and cope with industry crisis. Based on the analysis of common issues in the current management and control operation of state-owned coal group corporations, the article proposed that through adjustment for layout of state-owned assets,guidance for com-panies to operate compliant to laws and regulations,improvement of state-owned assets supervi-sion and control system,the establishment of long-term incentive and restrictive mechanism and etc,in order to achieve the scientific management and control for the state-participated and state share-holding companies of state-owned coal group corporations,thus further release of corporate development activity,and promote the healthy and harmonious development of the group corpora-tions.
