The Overall Review of China's Eco-Compensation System Construction in 2014

当前,中国经济社会步入新常态,生态文明建设纳入国家治理体系,为此也迎来了一个新的历史发展机遇期。在"五位一体"战略布局中,生态文明建设要融入其他建设之中的一个极其重要的抓手就是生态补偿机制的建立与完善。文章对2014年中国生态补偿制度的建设情况进行梳理、总结和评估,针对存在的问题,有针对性地提出了进一步深化改革的相关政策建议:建立健全相关法律法规、完善现行的环境财税政策、简政放权及创新公共服务、建立和完善市场化机制、创新生态补偿的内容和形式。

At present, China＇s economy and society enter the new normal stage. The ecology civilization construction has been yoked into the national governance system. A new period of development with historic opportunities is coming. According to the strategy of ＂five-in-one＂, the construction and perfection of eco-compensation system is an important breakthrough in integrating ecology civilization construction with the others. This paper goes over China＇s eco- compensation system construction in 2014 with summarizing and commentaries. Based on analysis, some well-directed policy proposals to go further in reforming are given, including establishing and improving relevant laws and regulations, reefing the existing environmental taxation policies, decentralization and innovation of public service, establishing and perfecting the market mechanism, and innovation of the content and the form of ecological compensation.
