中国县域森林生态安全评价研究——以5省15县为例

Study on Country Forest Ecological Security Evaluation in China: Based on Empirical Data of Fifteen Pilot Coanties in Five Provinces

生态安全与国防安全、经济安全、金融安全等已具有同等重要的战略地位，并成为构成国家安全、区域安全的重要内容。森林作为陆地生态系统中最大的生态系统，其安全程度将影响地球的生态平衡，并决定人类社会经济的可持续发展和未来资源的永续利用。研究基于森林生态系统与人类社会系统交互的内在机理，从森林生态的自身状态与人类活动产生的压力两个视角全面考量森林生态系统的安全程度，选取了5省15个县为森林生态安全评价试点县城，对其1999~2013年森林生态安全状况进行评价。结果表明，评价结果与实际情况基本相符。本研究的初衷是将森林生态安全指数以年报制度的形式作为地方政府常规的统计工作，其结果可以为我国的森林生态安全建设决策提供参考依据。

Ecological security has an equally important strategic position with national security, economic security, financial security, etc., and it has become an important part of national security and regional security. As the largest terrestrial ecosystem, the security of the forest will affect the earth＇s ecological balance, and decided the sustainable economic development of human society and the sustainable use of future resources. This paper evaluates the security of forest ecosystem from two perspectives： the condition of forest ecology and the pressure of human activities based on the internal mechanism of interaction between forest ecosystem and human social system, choices the 1999-2013 annual forest ecological security by the empirical data of fifteen experimental unit countries of five provinces. The result indicates that the results are consistent with the actual situation of the county basically. Original intention of this study is to use ESI in the form of annual routine as local government statistical work, and then the result can provide a reference for the construction of China＇s forestry ecological security.
