在生态文明建设过程中,政府直接参与生态文明建设的导向及其具体实施,扮演着主导者与实施者的双重角色。所以,为更好地进行生态文明建设并提高其建设水平,政府应谨遵守合法原则、三公原则、环境优先原则、以人为本原则,其行为要时刻以生态和绿色为导向,以可持续发展为目标,以做公众的表率为载体,通过积极转变政府现有职能(尤其是强化生态管理和城市规划职能)、积极提高政府领导干部和行政人员的生态素养、积极推动公众积极参与生态文明建设、尽快建立科学的决策管理体系、抓紧制定合理的政策、制度和方针等途径,从而通过优化的决策、管理和服务提高政府的执政能力、素养和水平,进而为加快生态文明建设的提供坚实的基础。

The government participated in the oriented and specific implementation of ecological civilization construction directly and thereby played the dual role as dominant player and executor role during the process of ecological civilization construction.
