摘要
推进失海渔民接续发展的现有方案很大程度上都与其人力资本状况相偏离,失之于理想化。实际上,失海渔民的接续发展既受其客观性人力资本的制约,也受其主观性人力资本的阻碍。其中,客观性人力资本的制约表现为失海渔民文化程度低、年龄偏大、技能固化,人力资本的主观性障碍表现为安海重迁、固守传统生产生活的思维制约其学习新技能的主动性和积极性。要推进失海渔民的接续发展,首先必须促进其思想观念的理性化,然后再根据适宜性和分类引导原则推进其人力资本的再资本化。
The program to promote the sea-losing fishermen’s successive development much deviate from their human capital, so they are inclined to idealization. The successive development of sea-losing fishermen are restricted by their objective human capital and subjective human capital. The restrictions of objective human capital include their low education, old age, and single skill. The obstacle of subjective human capital represent to stick to the traditional production method and life style. In order to promote their successive development, the first work is to advance their rationality, then to promote their objective human capital to recapitalization.
