县级政府权力清单的政治学思考

An Analysis of the “Power List” System of Governments at County-level

权力清单的推行实现了政府隐性权力显性化、显性权力规范化、行政权力阳光化、阳光权力监督化,促进了政府决策的规范化,加大了公民政治参与的力度。但目前就县级政府来说,推行权力清单制度仍存在诸多困难,需要不断提升对权力清单的认识,提高建立及运用权力清单的能力,加强权力清单配套机制的建立,以更好地发挥权力清单的效用,为县级政府赋能,打造阳光政府、法治政府、责任政府、服务政府,加快推进县级行政管理体制改革。

The practice of ＂Power List＂ system of government at county-level（registers of their administrative approvals） helps to ensure the accountability, transparency and public supervision of government decisions, preventing governments from executing excessive power or shying away from their responsibilities. Faced with various challenges in implementing power list system, the country-level should enhance their capability and understanding in carrying out the system with the establishment of supporting mechanism and administrative reforms. By ensuring all administrative powers as cataloged, the power list system helps to build a government that work with legitimacy, rationality and necessity.
