摘要 青少年宫"民有公办"体制的实质是借助制度创新提升区域校外教育的均衡化水平,其操作关键是坚持目标一致、优势互补、规范运作、独立管理四个原则。虽然该体制可以为解决政府资源投入不足的情况下加快各地校外活动场所建设提供一定的经验借鉴,但也存在着优惠政策无法落实,扶持政策不完善;归属不畅,可能会造成后续发展难以为继;风险控制压力大,社会资本不敢轻易进入等问题。 The essence of " Private Owned and Government Managed" operating system of youth palace is relying on system creativity to improve the quality of after-school education in certain area. The key factor is to maintain four principles, including sharing the same goal, attaining mutual advantage, regulating the operation as well as applying independent management. Although this new operating system can accelerate the construction of after-school activity place under the shortage of government supply, it indeed has some potential problems, such as the uncertainty of policy implementation, insufficient policy support as well as unclear ownership. These may lead to the failure of sustainable development, the threat of risk control and entry difficulty of social capital.
