武汉市循环经济法律制度建设

On Construction of Legal System of Wuhan Circular Economy

科学合理的循环经济法律制度可以优化社会的资源配置,有效降低武汉市循环经济的运行成本。在遵循政府引导与市场调节相结合、公众参与、综合运用多种法律手段原则的基础上,针对武汉市的实际需要,法律制度设计要在"减量化、再利用、资源化"三原则之中找出一个平衡点促进武汉市经济的发展,推动法制建设的进程。对武汉市两型社会创建中循环经济的实施情况进行分析,结合国内其他省市循环经济政策发展现状和实施情况的研究,找出武汉市在促进循环经济发展中存在的问题,并提出构建与完善武汉市循环经济法律制度的若干建议。

A scientifically reasonable circular economy promotion law can optimize social resource allocation and sufficiently reduce the running costs of Wuhan city circular economy. Follow the principle of combining government guidance with market regulation, promoting public participation, and comprehensively applying multiple legal means, the design of legal system should strike a balance among the three principles of ＂reduction, reutilization, and recycle＂ to promote the economic development as well as legal construction of Wuhan city. This paper analyzes the implementation of circular economy in the practice of building two- oriented society of Wuhan city, combined with the study of other domestic provinces and cities on circular economy policy development and implementation, in order to find out the existing problems during the promotion of circular economy development in Wuhan, and puts forward some suggestions to perfect the construction of the legal system of circular economy in Wuhan city.
