摘要
安全生产教育培训,是实现安全生产的重要基础工作,也是企业落实安全生产主任责任的重要内容。2013年安全生产事故调查数据显示,80%的事故是因员工的"不安全行为"或"不负责任行为"所致,其主要原因是企业安全生产主体责任缺失导致。安全培训可以增强从业人员的安全知识,改变其安全态度,提高其安全意识,增强其安全技能,可以有效地改变其安全习惯,达到期望的安全行为表现,从而提高安全生产现状,从根本上预防事故的发生。美、日、欧洲等发达国家,都把安全培训放到很重要的位置,经过不断的完善和改进,形成一套具有各自特色的安全培训模式,对构建我国的安全培训模式会有很多借鉴和启示。文章就德国的"两元化"安全培训模式进行深入分析,并就此对当前我国企业安全培训工作存在的问题提出建议。
