法治中国下辽宁公安队伍正规化建设研究

Study of regularization construction of Liaoning public security team in China under the rule of law

党的十八届四中全会提出了全面推进依法治国的战略思想,在严格执法、公正司法、法治队伍建设等重要方面做出了全面部署。公安机关肩负着司法和执法的双重任务,也是推进依法治国、保障国家法律得以贯彻执行的主力军。辽宁公安队伍正规化建设取得了阶段性的发展成果,但还需不断完善。文章阐述了依法治国背景下公安队伍正规化建设的新要求;分析了现阶段正规化建设的问题及问题成因;并提出完善公安队伍正规化建设的建议,以期为解决实践中的问题提供参考。

The Fourth Plenary Session of the Eighteenth Central Committee of the Party put forward a comprehensive strategy to promote the rule of law, which made a comprehensive plan on the important aspects of strict law enforcement, fair administration of justice, team building of the rule of law. Public security organ has a dual mission of justice and law enforcement, and is also the main force to promote the rule of law and ensure the implementation of national legislation. The regularization construction of Liaoning public security team has achieved development results, but also need to constantly improve. The paper describes the new requirements of the regularization construction of public security team in the context of rule of law; analyzes the problems and causes of regularization construction at this stage; and makes recommendations to improve the regularization construction of public security team, in order to provide reference for solving practical problems.
