机动车检验机构作为承担排气污染定期检验的第三方检验机构，应依照实验室的管理要求做好质量管理和质量控制，要保证结果的准确性和有效性，同时，机动车排气定期检验是政府行政管理部门对在用车进行监管的重要依据和手段，因此管理部门应加强对机动车检验机构的监管，确保机动车排气检测工作的规范开展。我们结合广州市的工作经验，分析和总结了影响机动车排气检验结果准确性和有效性的因素及其控制措施，并建立量化的管理模式，实现对检验机构排气检测业务的有效管理。旨在能为相关技术人员提供参考，为机动车检验机构的数据准确性和业务规范性提供保障。

Vehicle inspection agency as the third party inspection agency which undertakes periodic inspection of the exhaust pollution, should be in accordance with the management requirements of laboratory quality management and quality control, to ensure the accuracy of the results and effectiveness. At the same time, periodic inspection of motor vehicle exhaust is an important basis and means to the government administrative departments in the car regulation, so administrative departments should strengthen supervision of motor vehicle inspection agencies, to ensure the motor vehicle exhaust testing work carried out in the standard. We combine work experience in Guangzhou City, to analyze and summarize the effect of motor vehicle exhaust and the accuracy of test results and the effectiveness of the factors and control measures, and establish quantitative management mode, to realize the effective management of business of exhaust inspection agency inspection. This work aims to provide reference for the related technical personnel, and provide security for the data accuracy and business specification of the vehicle inspection agency.
