公共图书馆理事会的商谈伦理——行政话语和公司治理的双重镜像

On the Discourse Ethics of Public Library Board——From Dual Perspectives of Administrative Discourse and Corporate Governance

基于行政话语镜像,观照我国公共图书馆理事会的制度规定得出公共图书馆理事会的商谈伦理规范:独立自主地发表真实意见,为公共利益做出实质贡献,理事会应规模适度、避免精英控制和无政府主义。公司治理镜像下的理事会运转,与制度规定或商谈伦理规范差距较大:理事会难以承担掌舵职能,容易沦为管理层的"橡皮图章",往往呈现失灵状况。因此,我国公共图书馆理事会应建立相应机制防患于未然,努力接近商谈伦理标准。

Based on analyzing the regulations of the public library board of our country from the perspective of administrative discourse, the discourse ethics of public library board should be： expressing authentic opinions independently, making a substantive contribution to the public interests, the board size should be moderate and avoid elite control or anarchism. There are big gap between the board in corporate governance and specification of regulations or discourse ethics： the board is hardly to undertake steering function, and is apt to become a rubber stamp of the management which leads the board out of work. Domestic public library board should establish appropriate mechanisms to take preventive measures and make efforts to reach the specifications of discourse ethics.
