当代中国地方服务型政府理念比较研究

A Comparative Study of Contemporary China Local Service-oriented Government Concept

服务型政府建设在实践层面上可以分为中央和地方两个主要的实践主体。地方政府作为服务型政府建设整体的一个组成部分,是重要的实践主体,其任务主要体现在执行中央的统一部署并结合本地区实际情况践行服务型政府理念,进行体制机制、制度、服务方式等方面的创新,创造性地建设服务型政府。然而,当前服务型政府的理论研究更多地关注中央、关注宏观层面、关注具体操作,对地方、对微观层面和价值理念给予的关注还不够。实际上,地方服务型政府包含了服务型政府概念的所有内涵,只是主体具有特定性。因此,文章采取动态的分析思路,扎根于我国部分地方政府的服务型政府建设实践,从地方政府建设服务型政府的具体举措来追溯、挖掘其所蕴含的理念,从而更好地理解和推动服务型政府建设。

Service-oriented government building on a practical level can be divided into two main body of the central and local practice. The local government as a part of the overall construction of service- oriented government, is an important practice subject, which task is mainly reflected in the implementation of the unified deployment of the central and the actual situation in the region to practice the concept of service-oriented government, institutional mechanisms, systems, service mode innovation and other aspects of creative building service-oriented government. However,the current theory research of service-oriented government to pay more attention to the macro level the central attention, attention tothe specific operation, to give place, on the micro level and value coneeptis not enough attention. In fact, the local service- oriented government includes all the connotation of the concept of service-oriented government, but the body has a specific character. Therefore, the article take a dynamic analysis of ideas, rooted in the practice of service-oriented government construction part of local government to trace the implication of the concept of mining, in order to better understand and promote the construction of service-oriented government.
