摘要
近年来,战略环境评价作为评价政府公共决策环境影响的有效工具日益受到决策层关注。有效性评价是评估战略环评程序及结果运用情况的重要手段,但当前国内外在战略环评有效性理论和实践方面的研究尚不成熟。本研究以五大区域重点产业发展战略环境评价为研究对象,通过问卷形式向58位相关领域专家和政府人员进行了咨询,在此基础上建立有效性研究指标体系,通过群组层次分析法计算权重,通过模糊数学综合评判法对五大区域重点产业发展战略环境评价的有效性进行定性定量分析,结果表明五大区战略环评综合有效性较好。希望能够为大区域战略环评有效性评价提供理论支持和实践经验。
In recent years, the strategic environmental assessment （SEA） as an effective tool for evaluating the environmental effect of the government＇s public policy-making has increasingly concerned by the decision- makers. Effectiveness assessment is an important mean to assess the process and the results of the SEA. But the current domestic and international research in the theory and practice of SEA effectiveness evaluation have not yet mature. This study selected SEA on the key industries＂ development in the five-mega regions as research object, and established index system of SEA effectiveness basic on consulting 58 relevant experts and government officials. The weighs of each index can be gained by the method of group analytic hierarchy process （Group-AHP）. By means of fuzzy synthetic evaluation to qualitative and quantitative analyze the effectiveness of SEA on the key industries＇ development in the five-mega regions. The results showed that SEA in five-mega regions has a good overall effectiveness. Hope the paper will provide theoretical and practical experiences to support the large regional SEA effectiveness assessment.
