“一带一路”战略中徐州连云港同城化研究

On the City Integration of Xuzhou and Lianyungang under the Strategy of“One Belt and One Road”

徐州与连云港两市是江苏服务"一带一路"战略的核心区和战略先导区,是新亚欧大陆桥国际经济走廊的重要节点城市。打造具有江苏特色、以服务国家"一带一路"战略为目的的区域共同体——徐连同城化,是江苏充分发挥"一带一路"交汇点作用的重大举措,是江苏对接"一带一路"的必然要求。分析徐连同城化的有利条件和不利因素,从多方面提出推进徐连同城化的建议:打造独特同城化模式,按时间节点明确阶段性目标;统筹编制《徐连同城化发展总体规划》,促进两市无缝对接;加快沿线的城市化进程,完善纽带建设;关注同城化重点领域,做好重点项目建设;实现产业链同城,提升共同体产业竞争力;进一步创新机制,突破同城化障碍。

Xuzhou and Lianyungang are core areas and leading districts responding to the ＂One Belt and One Road＂ strategy and important node cities of the New Asia Europe Continental Bridge International Economic Corridor. At present, to serve the ＂One Belt and One Road＂ project, to create a regional community, namely Xu- Lian City with Jiangsu characteristics, should be a major move for Jiangsu to take its role under the strategy of ＂One Belt and One Road＂. And it should be an inevitable requirement for Jiangsu to participate in the ＂One Belt and One Road＂ strategy. To analyze the favorable conditions and unfavorable factors of the Xu-Lian city, the paper puts forward advices from several aspects such as creating unique city model, clearing milestones according to the time node, promoting seamless docking to compile the development planning of the Xu-Lian city as a whole, improving the link building to speed up the course of urbanization, focusing on key areas of Xu-Lian city to speed up the course of urbanization, completing the construction of key projects, promoting the competitiveness of the industry to realize city industrial chain, and breaking through obstacles to innovate the mechanism further.
