朴槿惠政府东北亚“楔三角”外交战略探析

An Exploration and Analysis of“Wedge Triangle”Diplomatic Strategy in Northeast Asia of Park Geun-hye Government

后冷战时代韩国政府对美、中、俄"楔三角关系"的外交定位问题已成为影响东北亚地区地缘政治走向的重要变量。2013年朴槿惠执政至今,韩国政府对其东北亚"楔三角"外交战略进行调整,在深化韩美战略同盟关系的同时,强化韩中、韩俄战略合作,彰显出"双管齐下"的求衡态势以及非极端性、偏向性、灵活性和实效性的基本特征。朴槿惠政府"楔三角"外交战略的形成主要受区域性权力结构、国家及决策集团等层次性动因的影响与制约。鉴于近年复杂多变的东北亚地缘安全形势,朴槿惠政府趋于成熟的"楔三角"求衡外交模式值得我们高度关注。

In Post-Cold War Era, the diplomatic orientation of ＂wedge triangle relationship＂of U.S., China and Russia of South Korean government, has become a significant variable which has an influence for Northeast Asia geopolitical trend. Since2013 Park Geun-hye in power, South Korean government has adjusted its＂wedge triangle＂diplomatic strategy in Northeast Asia.Not only deepening the Strategic Alliance between Korea and US, South Korean government also strengthening strategic cooperation to China and Russia. This reveals＂two-pronged＂seeking balance situation and the basic characteristics of non-extreme, deviation, flexibility and effectiveness. The formation of ＂wedge triangle＂diplomatic strategy in Northeast Asia of Park Geun-hye government is mainly affected by motivations of regional power structures, nation and hierarchical decision-making group. Given the complex geopolitical security situation in Northeast Asia in recent years, the maturing ＂wedge triangle＂diplomacy mode of Park Geun-hye government needed us to pay a great attention.
