民办高等职业教育的准公共产品属性探究

A Study of the Attribute of the Private Higher Vocational Education as a Mixed public good

本文运用公共产品理论对高等职业教育的公共产品属性进行了分析,并得出如下结论:高等职业教育属于典型的准公共产品;民办高等职业教育只是由私人部门提供的高等职业教育服务,并不改变其高等职业教育的公共性特征;民办高等职业教育具有促进教育公平、提高社会效率、推进高等教育大众化、促进教育竞争和社会稳定等方面的正外部效应;政府应当采取补贴等措施促使民办高等职业教育的外部效应内在化,促进民办高等教育的发展。

This paper applies the theory of public goods to analyze the attribute of the higher voca- tional education as a public good run by the local people. The results showed that the higher vo- cational education is a typical mixed public good, and the private higher vocational education is al- so a mixed public good although it is provided by private department. Analyses also show that private higher vocational education can promote the equity in education, enhance the social effi- ciency, improve the popularization of higher education, promote the competition in education and the social stability, which are all positive external efficiency of the private higher vocational edu- cation. So, some measures , such as government subsidy, should be taken to internalize the posi- tive external efficiency of the private higher vocational education, which will promote the its development.
