基于熵值法的新农保政策实施效果研究

Reasearch on the Implementation Effect of the New Rural Endowment Insurance in Hunan Based on Entropy Method

城乡养老保险的并轨与实施,无疑是对新农保政策的进一步推动。湖南省的新型农村社会养老保险工作自2009年正式启动至今,已经取得了阶段性的成果。本文从主观层面确定了衡量湖南省新农保实施效果的因素,运用客观赋值的方法—熵值法计算指标权重,最终对湖南省的新农保实施效果进行科学合理的评价。结果表明湖南省部分地区新农保的实施取得明显成效,但部分地区实施效果较差,有待进一步提升。

Abastract：Mergering and implementation of urban and rural Endowment Insurance（NREI） is undoubtedly further promote the New Rural Endowment Insurance（NREI） This policy which is implied.since 2009 in Hunan has abtained primary achievements.This arti-cal has determined the factors which had influence on the NREI in Hunan. It uses objective valuation method-Entropy method to caculate the index weight, and evaluats scientifically the implementation effect in Hunan.Finally,the results show that some areas achieved the prominent effects about the implemention of the NREI,others appears poor effects and needs to be improved.
