摘要
传统应急管理模式存在系统孤立、各自为政等不良现象,在分析指挥调度平台功能、性能、数据等3大应用需求的基础上,以管理业务为导向提出面向区域公路网的指挥调度平台设计思路与框架体系,从应急侦测、调度响应、信息显示、智能分析等4个层次构建公路网指挥调度平台的6大组成系统,即气象服务系统、事件管理系统、监控调度系统、GIS综合显示系统、信息发布系统、决策支持系统,各系统之间通过数据共享与协同工作形成完整的应急处置链,实现日常监测、事件接入、联动响应、过程跟踪、事后评估等功能,设计成果已在江苏省推广使用,可有效指导我国公路网应急技术体系建设。
Compared with the isolated systems used in the traditional emergency management, a new command platform of the regional highway network is proposed in this study by analyzing requirements of its function, performance and data. Six systems are integrated into the proposed platform covering four levels, detection level, response level, information level, and analysis level. The systems consist of the meteorological service system, the incident management system, the dispatching system, the GIS-based displaying system, the information disseminating system and the decision support system. Corresponding to these systems, a chain linking the emergency disposal process based on the data sharing and the collaborative work is formed to fulfill the funCtions of the normal traffic monitoring, the incident information access, the joint emergency response, the emergency process tracking and the emergency post- assessment. The application in Jiangsu .Province shows that the proposed platform could be effective to improve emergency management of the national highway network.
