生态经济效益导向下的规划思考——以城市中心区土地利用规划为例

城市中心区土地利用规划随着开发诉求和开发模式的转变,开始向生态复合化发展,而对生态规划理解的局限,造成了生态规划与规划实际的脱节。本文提出将生态效益与经济效益进行综合考虑,结合土地利用规划涉及的相关要素,构建生态经济效益评价指标体系,形成目标层-路径层-指标层的三层指标结构,利用可量化的具体评价指标,促进城市中心区的土地利用规划实现生态经济效益最优化。

City center district land use planning with the development demands and development mode change, begins to the development of ecological composite, while the limit of understanding ecological planning result in the separation of ecological planning and planning practice. This paper put forward the consideration of ecological and economic benefits, combined with the relevant elements involved in land use planning, build the evaluation index system of ecological and economic benefits, and come out with the formation of three level index structure ＂target layer- routing layer- index layer＂. Use specific quantitative evaluating indexes to promote the optimization of ecological and economic benefits of implementation of land use planning in the city center area.
