北京市绿色生态示范区低碳生态详细规划指标应用技术导则研究

Research on technical guidelines of low-carbon ecological planning index in green ecological demonstration area in Beijing

针对"现代商务服务"、"高新科技研发"、"新型制造产业"、"综合居住服务"四种类型示范区的生态规划特点及审批执行的法规性,综合提出"北京市绿色生态示范区低碳生态详细规划指标"。并从成果和过程双维度,探索面向规划编制者、审批管理者的指标应用方法,形成包括生态规划专题说明、生态控制图则、报审成果内容、条件核发形式、施工图审查要点等在内的指标应用技术细则,建立将生态内容"融入"当前规划管理的合法依规、有效且可操作的技术与管理途径。

According to the ecological planning and examination features of four types of demonstration zones, this paper puts forward the low-carbon and ecological design index at detailed planning stage in Beijing. And from two dimensions of achievement and the process, index application method is explored used for the planner and manager, the index application technical guideline is formed including ecological special instructions, ecological control chart, report the trial results, the form of issuing conditions, construction plan review points, to promote the effective integration of ecological contents and current planning and management.
