从知识动员视角探析我国高等教育宏观决策有效性缺失问题

The Analysis of Macro Decision-making of Higher Education in China from the Perspective of Knowledge Mobilization

一个国家的高等教育要想得到快速发展,取决于高等教育宏观政策的制定和施行,但在我国现实情况中,高等教育决策无法保证制定的质量和实施的有效性,高等教育问题未能得到及时解决。知识动员重点关注政策形成前的过程,从知识生产、知识应用和中介等方面来分析科学决策形成的过程,目的在于最大限度发挥"知识"在决策过程中的作用,打通研究与决策之间的沟通渠道。

Whether a country＇s higher education can get rapid development or not depends on the formulation and implementation of macro decision-making of higher education. Only enhancing scientific basis and solving urgent problems during the process of decision-making can the modernization of higher education in China overcome chal- lenges, speed up the pace of higher education. However, in reality, the decision-making of higher education in China cannot guarantee the quality and the effectiveness of the policies. In this paper, based on the perspective of ＂knowl- edge mobilization＂, it analyzes the root causes of lack of effectiveness of decision-making of higher education. Then combining with the different ways of knowledge mobilization, it puts forward the suggestions and countermeasures of strengthening the effectiveness of higher education in China：strengthening the interaction between academic research and decision-making;training ＂research brokers＂ ;establishing a perfect dynamic mechanism;strengthening the cul- tivation of research abilities.
