摘要
一个国家的高等教育要想得到快速发展,取决于高等教育宏观政策的制定和施行,但在我国现实情况中,高等教育决策无法保证制定的质量和实施的有效性,高等教育问题未能得到及时解决。知识动员重点关注政策形成前的过程,从知识生产、知识应用和中介等方面来分析科学决策形成的过程,目的在于最大限度发挥"知识"在决策过程中的作用,打通研究与决策之间的沟通渠道。
Whether a country's higher education can get rapid development or not depends on the formulation and implementation of macro decision-making of higher education. Only enhancing scientific basis and solving urgent problems during the process of decision-making can the modernization of higher education in China overcome chal- lenges, speed up the pace of higher education. However, in reality, the decision-making of higher education in China cannot guarantee the quality and the effectiveness of the policies. In this paper, based on the perspective of "knowl- edge mobilization", it analyzes the root causes of lack of effectiveness of decision-making of higher education. Then combining with the different ways of knowledge mobilization, it puts forward the suggestions and countermeasures of strengthening the effectiveness of higher education in China:strengthening the interaction between academic research and decision-making;training "research brokers" ;establishing a perfect dynamic mechanism;strengthening the cul- tivation of research abilities.
