摘要
以现场使用液氯罐车作为研究对象,对液氯罐车的接收、储存、使用中的危险有害因素进行了分析与评价。针对现场使用液氯罐车的风险控制技术采用保护层分析技术(LOPA),从布局、工艺过程控制系统、报警与人工干预保护、安全仪表系统、安全设备保护、物理保护、装置应急响应保护和公共应急响应保护等8个层次提出了相应的安全控制技术,从而大大降低了液氯罐车现场使用事故的风险。
The dangerous and harmful factors and risk for liquid chlorine tank receiving, storage and use is analysed in the field use of liquid chlorine tank car. Layer protection analysis (LOPA) is used for risk con- trol of the field use of liquid chlorine tank car from eight layers such as layout, process control system, a- larm and manual intervention protection, safety instrumented system, safety devices for protection, physi- cal protection, device emergency response protection and public emergency response so that the accident risk level for liquid chlorine tank car in the field use is greatly reduced.
