项目管理视角下的城中村改造

Urban Village Reconstruction Under the View of Project Management

为建立一套符合国家新型城镇化要求的城中村改造方法体系,在项目管理视角下,立足于项目质量管理和项目范围管理,借鉴4M1E法和鱼刺图分析了城中村改造影响因素并形成了城中村改造影响因素分析框架,在此基础上以WBS法为理论指导设计并论证了城中村改造模式多维分析方法和城中村改造模式多维选择匹配方法,形成了城中村改造方案制定流程图。在分析城中村改造影响因素所作用的改造环节的基础上研究得出改造原则、改造路径、融资方式、改造主体、改造方式、拆迁补偿安置方式、改造方案评价是城中村改造模式的七个维度,能够涵盖制定城中村改造方案时需要考虑的全部问题。最后给出了城中村改造各相关环节的实施建议,以促进城中村改造与城市可持续发展的有机结合。

In order to establish an urban village reconstruction body of methods,which is met to the requirements of National New Urbanization Planning. This paper, under the view of project management,such as quality management and project scope management,analyzed the influencing factors of urban village reconstruction by the 4M1 E method and fishbone chart,and draw an analysis framework of urban village reconstruction influencing factors. Furthermore, based on the WBS method, this paper designed and demonstrated the multi-dimensional analysis method and the multi-dimensional matching method for urban village reconstruction mode,and also formed a flow chart of urban village reconstruction program. After study the effecting links between the influencing factors and the reconstruction node,this study concluded that the principle of reconstruction,the reconstruction paths,financing,the agent of reconstruction,the reconstruction method,the method of compensation and the reconstruction program evaluation which are the seven dimensions for reconstruction mode,and them cover all the problems that need to be considered in urban village reconstruction program. Finally,this paper also given the implementation suggestions for all the seven parts of urban village reconstruction,to promote urban village reconstruction organically combination with the urban sustainable development.
