基于GAHP的政府投资项目招投标后评估

Bidding Post-assessment of Government Investment Project Based on GAHP

政府投资项目的招投标工作一直是国家各部门监管的重点,对于建筑市场,规范且成熟的招投标过程是其健康发展的必要保障,然而政府投资项目招投标后评估的相关工作并不成熟。在阐述政府投资项目招投标后评估必要性的基础上,对招投标后评估的概念及总体思路进行描述,对招标人和招标代理机构、投标人、评标人三大后评估主体在招投标不同阶段的后评估指标体系进行了分析。由于招投标后评估指标存在信息的不完整性,所以构造GAHP方法模型对其进行评估。以某政府投资项目为案例,运用GAHP方法对招标人和招标代理机构在招投标准备阶段的招标效果进行评估,得出各个层次的综合估值,拟对未来招投标后评估工作起到一定的建议作用。

Government investment project bidding has been the focus of all government department regulation. As for construction market,standardized and mature bidding process is necessary for its healthy development,but government investment project bidding post-assessment is not mature. On the foundation of analyzing the need of government investment project bidding post-assessment,it shows the concept and general idea of bidding post-assessment and analyzes government investment project bidding post-assessment index system at different stages in terms of three main post-assessment bodies： tenders and tendering agencies, bidders, bidding assessment experts. As a result of incompleteness of bidding post-assessment index information,this paper uses GAHP method to assess it.With the example of one government investment project,GAHP method is used to assess the bidding effect of tenders and tendering agencies at the stage of bidding preparation, which concludes comprehensive valuation of all levels and gives suggestions to the future of bidding post-assessment.
