摘要
资源是大学实现人才培养、科学研究和社会服务等职能及目标的重要条件,但在筹集、分配和使用资源过程中,大学的利益相关者可能会基于自己的目标、资源和利益,伤害大学的目标及其目标达成。资源与目标的矛盾渗透在大学与政府、大学与社会和大学内部各机构及其成员等三个层面,困扰着我国大学的发展与制度建设。化解这一矛盾,应以资源为线索,以目标为导向,以制度创新为核心,构建产权清晰、互惠合作、目标相容、权力制衡和绩效提升的现代大学制度。
Resource was the important condition for the university to fulfill such func- tions and targets as talents cultivation, scientific research and social service. Unfortunately, when funding, allocating and using the resources, the stakeholders of the university would damage the targets and the attainments out of their own goals, resource and interest. The contradiction between resource and the targets infiltrated such three aspects as the university and the government, the university and the society, and organizations and staff in the univer- sity, which troubled the university development and system construction. To resolve the contradiction, it should construct the modern university system with clear property right, mutually beneficial cooperation, compatible goals, balanced power and high performance, guided by resources, oriented by targets and focusing on system innovation.
