Path Selection of Lifelong Accountability System for Major Administrative Decisions in China

重大行政决策终身追责制度设立目的是完善责任政府建设,实现决策法治化,提高决策质量,发展社会民主。文章针对目前我国重大行政决策终身追责制度现状,提出应采取多种方式解决现存问题。具体包括追溯该制度的理论渊源,设定统一规范和标准,明确追责主体和责任承担主体,完善终身追责程序等,从而探寻重大行政决策终身追责制度的规制路径。

The purpose of setting up lifelong accountability system of major administrative decisions is to build responsible governments, realize decision-making in rule of law, improve decision-making quality and develop social democracy. The paper, aiming at the present situation of lifelong accountability system of major administrative decisions in China, puts forward a variety of ways to solve the existing problems. Specifically, they include tracing back to the theoretical origin of the system, setting up the unified norms and standards, elearing subjects of accountability and responsibility, perfecting life- long accountability procedures and so on, so as to explore the regulation path of lifelong accountability system of major admin- istrative decisions.
