高校人才培养质量保障体系的组成结构研究

On the Functional Structure of the Higher Educational Quality Guarantee System for Talents Training

运用系统分析的方法研究高校人才培养质量保障体系的功能模块及各功能模块间的运行机制。首先分析高校直接相关的外部环境和高校人才培养产出评估范式,然后依据人才培养产出评估范式分析内外子系统在人才培养质量的传递过程中所涉及的功能模块,最后分析各模块如何协同合作地运行。研究发现:为使高校发挥人才培养质量保障的主体地位,校内保障体系需要将过程监测和结果评价有机结合,高校内部的监测系统、调控系统和评估系统三者之间是"过程监测、发现偏差,纠正偏差、自我优化,结果评价、分析改进"的关系;校外保障体系需政府、市场、社会个人及社会评估机构协同一致,才能配合好高校内部的人才培养质量保障工作。

The purpose of this paper is to study the function module and the operating mechanism of the higher educational guarantee system of the quality for talent training by applying the method of system analysis. First of all,two influential factors of the higher educational quality are analyzed based on the external environment and the output evaluation model. Then component elements of internal and external subsystems related on quality transfer process are analyzed from the systematic perspective. Finally,it is to analyze component elements of the system about how they run cooperatively. The research finds that it is necessary to combine the process monitoring and the output evaluating effectively,so as to exert the main body position of the security of the quality of talent training. A logical link exist among three subsystems of the internal system. The monitoring system focuses on monitoring process and detecting deviations; the regulation system focuses on correcting bias and self-optimizing; the output evaluation system focused on evaluating the results and giving suggestions for improvement of the educational quality. The internal subsystems need the cooperation of external subsystems,such as the government,the market,the social individual and the social evaluation mechanism.
