关于构建我国药品短缺风险预警管制体系的思考

Ideas for establishment of the government regulation system of drug shortage risk warning

目的从风险预警的角度,明确我国药品短缺风险管制策略的设计思路。方法在针对药品短缺进行风险预警管制的必要性进行分析的基础上,立足风险预警的相关理论,结合我国药品短缺的实际情况,从供给和需求两个方面分析我国药品短缺的警源,明确我国药品短缺风险的性质,并提出我国药品短缺风险预警管制体系的构建策略。结果与结论在药品短缺管制体系的构建过程中应明确政府的主导地位,并根据药品短缺的具体演变和发展,从预防—发生策略、预防—损失策略和应对策略等3个角度进行针对性策略设计。

Objective To make it clear that the ideas of the risk control strategy of drug shortage in China from the insight of risk warning. Methods On the basis of analysis of the necessity of risk warning control for drug shortage and the related theory,combined with the actual situation of Chinese drug shortage,this paper analyzed the reasons for the shortage drugs in China from the supply and demand,elucidated the nature of the risk of drug shortage in China,and put forward the construction strategy of the risk early warning control system for drug shortage in China. Results and Conclusion Government should lead the process of establishing the system of drug shortage control,and make prevention-happen strategies,prevention-loss strategies and coping strategies.
