Research on the Development of Government Guided Fund under the Background of China's New Normal

政府引导基金可以优化资金配置,促进战略性新兴产业发展和经济转型升级。整合财政专项资金,设立政府引导基金,实施财政股权投资改革,可以减少寻租,提高财政资金使用效率,撬动社会资本,促进经济发展。本文回顾分析了国内外政府引导基金现状、特点和发展机遇,结合广东、重庆、海南及河北等省市的财政资金股权投资改革实践,就财政资金"拨改投"等问题,提出了相关对策建议。

The government guided funds can optimize the gic emerging industries and economic transformation and allocation of funds, promote the development of strateupgrading. To integrate the fiscal special funds, establish the government guided fund, implement the reform of the fiscal funds management mode, can reduce the rent-seeking, improve the using efficiency of fiscal funds and leverage social capital and promote economic development. The author reviewes the current situation, characteristics and development opportunities of the domestic and foreign government guided funds, combined with the reform of fiscal funds in Guangdong, Chongqing, Hainan and Hebei Province. Then the paper puts forward the countermeasures.
